Managing Authority

The Authority responsible for the planning, implementation and management of the Programme is the Ministry of University and Research (MUR), formerly Ministry of Education, University and Research (MIUR).

Certifying Authority

The Certifying Authority responsible for the accuracy of the statements of expenditure paid out of EU and state funds for the implementation of the Programme is the Ministry of University and Research (MUR), formerly Ministry of Education, University and Research (MIUR).

Audit Authority

The Audit Authority is the body that plans, manages and coordinates the control activities throughout the programming period in order to ensure the effective functioning of the management/control systems and the accuracy of operations. The Audit Authority is functionally independent of the Managing Authority and the Certifying Authority.

Monitoring Committee

The Monitoring Committee meets at least once a year and is responsible for the following functions:

  1. assessing the implementation of the Programme and the progress made towards achieving its objectives;
  2. evaluating all aspects that affect the results of the Programme, including the conclusions of the performance review;
  3. giving, after consultation, an opinion on any amendment to the Programme proposed by the Managing Authority, if it considers it to be appropriate;
  4. making observations to the Managing Authority regarding implementation and evaluation of the Programme, including actions related to the reduction of the administrative burden on beneficiaries. The Monitoring Committee also monitors actions taken as a result of its observations.
